Compliance-driven work, to a statutory timetable.

Much of the group’s addressable market is mandated rather than discretionary. Four instruments create obligations clients must meet to a date, across exactly the sectors these businesses serve.

Awaab’s Law — damp, mould and ventilation

In force since 27 October 2025. Where a hazard presents a significant risk of harm a social landlord must investigate within 10 working days, issue a written summary within 3 working days, and complete safety work within 5 working days. Emergency hazards: investigated and made safe within 24 hours.

  • Phase 1 — damp and mould, plus all emergency hazards
  • 2026 — adds electrical hazards, fire, excess cold and heat, falls
  • 2027 — all remaining HHSRS hazards except overcrowding
  • SEG: extract ventilation, dMEV, positive input ventilation, humidity monitoring

Martyn’s Law — Terrorism (Protection of Premises) Act 2025

Royal Assent 3 April 2025, section 27 statutory guidance published 15 April 2026, with an implementation period of at least 24 months. The Security Industry Authority is the regulator.

  • SEG Safe: tier assessment, lockdown, crisis alerting, CCTV and access control

Social rented sector electrical safety

The Electrical Safety Standards in the PRS (England) (Amendment) (Extension to the Social Rented Sector) Regulations 2025. In force 1 November 2025; applies to tenancies granted from 1 December 2025, earlier tenancies from 1 May 2026, all inspected before 1 November 2026. England only.

Analogue to digital switchover

Most landline migrations are expected to complete by end of January 2027, with some services running to 2030. Every analogue warden call and telecare system in sheltered housing needs replacing.
